Project-Specific Services

Application Review

Our team is able to bring our unique experiences and expertise to the table in order to assist your Committee in reviewing and evaluating CPA applications. With our extensive knowledge of CPA Allowable Uses, as well as our technical backgrounds across project categories, we can help ensure that proposed projects are well-aligned with program goals and set up for long-term success.

This can include:

  • A comprehensive review of all applications, assessing each proposal for eligibility, feasibility, readiness to proceed, community impact, and alignment with community priorities

  • A recommended slate of projects with suggested funding levels to assist the CPC in making informed allocation decisions

  • Future funding round considerations and priorities

  • When needed, we communicate directly with applicants to clarify project details and strengthen proposals before final review

Monitoring

CPP offers dedicated monitoring services for CPA-funded projects, providing municipalities with critical oversight during construction to ensure transparency, accountability, and adherence to project goals. Our team acts as a reliable liaison between the CPC and project stakeholders, helping ensure that each project remains within its approved scope and budget, while identifying and addressing potential issues early.

This can include:

  • Construction project tracking, overseeing timelines, deliverables, and milestones to ensure alignment with the approved scope and CPA requirements

  • CPA Fund disbursement oversight, monitoring the use of CPA funds and ensuring expenditures are appropriately and properly documented

  • Consistent and ongoing communications with applicants and stakeholders to keep all parties aligned and informed

  • Site inspections and coordination with design and construction teams to monitor progress and help resolve issues on the ground

  • Custom reporting systems for monthly, quarterly, or as-needed progress reports to support accountability and keep the CPC up to date

Historic Preservation Consulting

We offer specialized consulting services to support your municipality’s Historic Preservation projects, with comprehensive oversight from concept to completion. Our team brings deep expertise in historic preservation, a thorough understanding of the Secretary of the Interior’s Standards, and a strong working knowledge of Community Preservation Act (CPA) funding requirements. This combination enables us to guide projects that are not only eligible for CPA funding but also thoughtfully designed and implemented in a way that preserves architectural integrity and cultural value.

This can include:

  • Early-stage project development and compliance review, working closely with applicants in order to ensure strict adherence to national and state preservation standards as well as CPA Allowable Uses

  • Design review and preservation strategy, providing critical input on proposed alterations, architectural plans, and material selections to ensure compatibility with historic character, authenticity of restoration methods, and overall project integrity

  • Construction oversight and monitoring, where we will conduct site inspections, participate in progress meetings, and ensure ongoing alignment with approved plans and preservation standards. Our presence on the ground helps catch deviations early, avoid costly errors, and uphold the project’s long-term preservation value

Open Space and Recreation Consulting

Our team’s seasoned expertise and broad background in landscape architecture and urban planning allows us to provide specialized consulting services for your Open Space and Recreation projects. We work closely with the CPC, municipal staff, design professionals, and other local partners to help bring the design vision to life while ensuring full compliance with CPA requirements.

This can include:

  • Working with applicants through the application and project development stage to ensure the scope of the project fits within CPA’s allowable uses. This step helps streamline approvals and reduces costly delays

  • Evaluate proposed designs and provide feedback for parks, trails, playgrounds, athletic fields, and conservation areas to ensure they are functional, inclusive, sustainable, and aligned with best practices in recreation planning and environmental stewardship

  • Monitoring projects throughout construction, conducting site inspections, attending progress meetings, and serving as liaisons between project stakeholders. This hands-on support helps resolve issues in real time, keeps projects on schedule, and ensures the work remains true to approved plans and CPA objectives
