Whether you’re a new CPA community or you have had CPA for years, we will work with you to create and refine the CPA Program that works best for your residents and your unique needs.

Program-Wide Services

Development

If the CPA is new to your community and you are establishing the program for the first time, we will collaborate closely with your CPC and municipal staff to develop effective systems and processes that ensure the successful implementation of your CPA program.

This can include:

  • Creation of CPA application forms, processes, and data organization

  • Creation of an annual calendar detailing the funding cycle

  • Development of system for funded project monitoring

Administration

CPP can take on the role of a Contract Program Administrator to assist with the ongoing management of your program. We can work as the standalone administrator for your program or, if you have an administrator on staff, can assist your staff in times of heavy workload.

This can include:

  • Monitoring of ongoing CPA-funded projects

  • Communications with project applicants

  • Overseeing of public hearings and meetings

  • Coordination with the CPC, including during the onboarding process for new members

Planning

After adopting CPA, a new community must implement a Community Preservation Plan. After the initial plan is created, the CPC must hold a public hearing and update the plan every year. Our team can help.

This can include:

  • Creation of a new CPA Plan

  • Updating of an existing Plan

  • Public engagement

  • Hosting hearings, virtual or in-person

Modernization

If you have an existing CPA Program that is not efficient or needs fine-tuning and modernization, we will work closely with you to further develop your program that works best for your staff, Committee, and your community.


This can include:

  • Creation of new CPA application forms, including digital forms as well as physical forms

  • Modernization of application process, including the creation of digital data storage

  • Development of system for monitoring previously-funded projects

Assessment

For communities with existing CPA Programs, our team is able to critically assess the program to ensure that it is functioning efficiently and meeting your municipality's unique needs.

Our team will assess existing CPA programs based on factors such as:

  • Does the CPA Program and funding align with the MGL?

  • Does the CPA Program and funding align with the local ordinance or by-law, and is it meeting local goals?

  • Is the CPA program meeting the goals set forth in the Community Preservation Plan?

Outreach

Whether you are a new CPA Community or you have had CPA for years, we want to help you reach every corner of your community and give them the opportunity to learn more about CPA and apply for funds.

This can include:

  • Creation of educational graphics for use on website or other media

  • Creation of physical educational materials for mailing

  • Planning and running of public workshops, teaching community members about CPA and the process for applying for funds
