In 2000, The Community Preservation Act (CPA) was signed into law in Massachusetts. Since then, 200 municipalities in the state have adopted CPA, allowing them to create a local Community Preservation Fund for open space protection, historic preservation, affordable housing, and outdoor recreation.
Each CPA program is bound to Massachusetts’ statutory requirements, and also the local bylaws and ordinances of their community; yet, there is still much that is left in the hands of the Towns and Cities that adopt it. Individual communities may have a CPA program and a Committee in place, but they may not have the capacity to develop it, run it or annually assess it.

The passage of CPA in a community demonstrates residents’ shared values and commitment to preserving, creating, and rehabilitating open space and recreation land, historic sites, and affordable housing, yet the passage of the law is only the first step. The State Statute leaves much of the development and management of the program up to the individual city or town. Our team has the skills and experience necessary to assist an individual city or town in creating a CPA Program that works best for them and their citizens.
